MEETING MINUTES –
JANUARY 24, 2005
Chairman Flom called the meeting to order at 7:00 p.m., Monday, January 24, 2005 at the Star Prairie Community Center.
Members Present: Doug Flom, Bob Goodlad, Don J. Demulling, Dennis Early, and Brad Johnson
Members Absent: John Bonneprise and Jack Hayes
The agenda was presented by Flom. Goodlad moved to approve the agenda, seconded by Johnson and carried.
The December minutes were read by Demulling. Johnson moved to approve the minutes, seconded by Goodlad and carried

Demulling moved to approve the Treasurer’s report, seconded by Goodlad and carried.
UNFINISHED BUSINESS
Flood Plain Update: Gary Lepak from the Eau Claire DNR office discussed the existing flood plain portion of Cedar Lake located in St. Croix County. The old established flood plain extends for 200 feet from the lakeshore onto these properties. The DNR is working with FEMA to change these boundaries and to update elevation maps. The latest flood elevation set by the DNR is 2 feet over the normal summer level.
Lepak suggested three possible solutions:
1. Wait for FEMA to redesign the flood plain, which could take 2 or 3 years.
2. Individual property owners could submit to FEMA proof that their dwelling is located 2 feet higher than flood stage.
3. Do a topographic map of the entire portion of Cedar Lake located in St. Croix County to show elevations of each dwelling in regards to the lake level.
The Board tabled discussion on the above items until the February meeting.
Lake Ordinance Update: The Board has hired Matt O’Hara as the lake
enforcement officer. O’Hara attended the
meeting and stated he began patrolling the lake using his snowmobile. Demulling moved to purchase two 18” x 24”
signs at a cost of $95.00 each stating the local ordinance, seconded by Early,
and carried.
Fish Cribs: Marty Engle, DNR Fisheries Manager for Cedar Lake, and Stuart Nelson, representing Star Prairie Fish and Game Association, discussed building 20 additional fish cribs. The construction date is February 12th and any volunteers are welcome. The location will be north west of the present fish cribs. Engle also presented a plan to hire labor to build additional cribs in the next 5 years. He will apply for a state grant. Demulling moved to increase the fish crib budget to $3,500 for 2006, seconded by Goodlad, and carried.
NEW BUSINESS
Horse Creek Spawning Habitat: Johnson checked into the ownership of the property north of the 10th Avenue culvert. With the assistance of Steve Geiger, Polk County Surveyor, they determined that Gail Sessions/Bjorkland owns 3.5 acres north of the culvert. Ted Johnson owns the property north of this. Brad Johnson contacted Gail and, at this time, said she would be interested in turning it over to the County or Township. Johnson suggested the Star Prairie Land Preservation Trust and shared with her the interest in creating more fish habitat there. Stuart Nelson from the Land Preservation Trust stated that he would pursue the acquisition of the property. Marty Engle volunteered to apply for the DNR permits to rock the creek banks.
DNR Fyke Netting Results: Marty Engle presented the Wisconsin DNR Fisheries Information Sheet for Cedar Lake 2004. The information will be posted on the Lake District’s website.
The next meeting will be February 28, 2005 at 7:00 p.m. at the Star Prairie Community Center.
