CEDAR LAKE PROTECTION AND REHABILITATION DISTRICT

MEETING MINUTES – MAY 22, 2006

 

Flom called the meeting to order at 7:05 p.m., Monday, May 22, 2006 at the Star Prairie Community Center.

 

Members Present: Bob Goodlad, Don J. Demulling, Doug Flom, and Brad Johnson

 

Members Absent:  Jack Hayes, Neil Johnson, and Dennis Early

 

Brad Johnson moved to approve the agenda, seconded by Goodlad, and carried.

 

The April 2006 minutes were read by Demulling.  Brad Johnson moved to approve the minutes, seconded by Goodlad, and carried 

 

Treasurer’s report was not submitted.  

 

 

UNFINISHED BUSINESS

 

DNR/Water Quality:  Goodlad stated that all of the signed documents and paperwork have been submitted to the DNR office.

 

Compressor:  Goodlad reported that the compressor has been installed.  The total cost for the rebuild totaled $9,683.60.  Bob Swanda and Jack Hayes traveled to Pewaukee, Wisconsin and trailered the compressor back.  Ed Rivard donated his time and Mick Andersen his front-end loader to help move the compressor back into the building.  Goodlad moved to start up the aerator as soon as possible, seconded by Demulling, and carried.

 

NEW BUSINESS

 

Pontoon Parade:  Goodlad reported that Ann Goodlad has volunteered to coordinate the pontoon parade on July 4th.

 

Compressor Tower:  Flom discussed removing the tower, which is located next to the compressor building for safety reasons.  Demulling suggested that because the DNR installed the tower originally, they should be contacted to see if they would be interested in it.  Goodlad will contact Hayes and present this to the DNR.  Tabled until the next meeting.

 

Outlet Plants:  Demulling reported on test plots of aquatic vegetation that the DNR has planted near the outlet.  Marty Engle and Deb Konkel from the DNR, along with volunteers from the Star Prairie Fish and Game Association, planted 3 test plots of different plants on May 19th.  The DNR would like to introduce plants back into this area.  The determining factors will be if the plants can survive the following conditions:

a)      Wave action

b)      Water depth fluctuation

c)      Ice damage

d)      Water quality

e)      Carp damage

 

 

 

The following species were planted:

                                    20 – Glyceria striata

                                    20 – Lysimachia ciliata

                                    30 – Sagittaria latifolia

                                    20 – Scirpus validus (Schoenoplectus tabernaemontan)

                                    30 – Sparganium eurycarpum

 

The cost of each plant was $2.00.  Demulling moved that the Lake Association pay the $240.00 bill, seconded by Goodlad, and carried.

 

2007 Budget:  The Board discussed the 2007 budget.  Goodlad moved to adopt the proposal, which will be presented at the annual meeting, seconded by Demulling, and carried.

 

Annual Meeting Agenda:  The Board discussed the August 5th annual meeting agenda.  A change to some of the bylaws will be presented at the meeting.

 

Public Boat Landing:  Brad Johnson reported that Alden Township used their grader and were able to push the protruding ramp about 3 feet back into the lake.

 

The next meeting will be held on Monday, June 26, 2006 at 7:00 p.m. at the Star Prairie Community Center.
